Percy is the Rentman. He is a spineless character who alternatively likes Andy as a mate and dislikes him. Percy rarely manages to get any rent money from the Capps and is usually threatening to evict them.
Apart from his unusual relationship with Andy, Percy loves Flo and would love to persuade her to run away with him, but he knows she will never leave Andy. On one occasion he tried to tell Andy about his feelings for Flo, but Andy said he didn't have time to listen to gossip and advised him to tell Ruby.
Percy also acts as referee for many of Andy's football matches, if he is not playing. Being scared of Andy, make him an ineffectual referee and Andy rates Percy very highly as a referee. "Nothing brings a game to life like a lack of control."
